Just 1.9 percent of tobacco settlement and taxes goes to prevention

Fifteen years after the landmark settlement against major tobacco companies, a report has found that out of $25 billion that will be collected by states from settlement money and tobacco taxes, only 1.9% will go to fight tobacco use.
