New Contract, New RAC, New Look, New Processes

For the current contract under which the NN/L SE/A Region is functioning, we proposed that we work with an advisory body comprised of representatives of network members, health care professionals, educators, and consumers to develop and monitor programs that meet the needs of constituent bodies and outreach targets.

Our objectives were to:

  1. Develop a structure for the RAC committees and a mechanism selection of members.
  2. Devise methods to obtain advice and feedback on regional programs.
  3. With the RAC, plan an evaluation of NN/LM SE/A programs and services at the end of years 2 and 4.

Our rationale was to: Use the Regional Advisory Committee (RAC) as an important component of the mechanism by which the SE/A regional programs and services are planned, implemented and evaluated. These representative bodies of the Region’s constituent populations will act in both an advisory and oversight capacity during the contract period. In the past, the RAC has helped the RML identify target audiences with which to work, provided feedback on strategies to employ to maximize limited resources, tested and provided feedback on NLM’s products such as PubMed and MedlinePlus and served as ambassadors throughout the Region and among their constituencies in furthering the goals of the NN/LM.

We proposed a more decentralized structure - four advisory committees and an oversight committee. Each of the four RAC committees focus on a specific program area: outreach to health professionals, consumer health, network access, and technology. The committees’ charge is to represent the needs of Network members and target populations, review and make recommendations about SE/A programs and funding initiatives, and develop programming recommendations and plans that will assist the SE/A in meeting its goals and objectives.

The Oversight Committee will consist of the four committee chairs, the chairs of ad-hoc committees or task forces when appropriate, the SE/A director, ex officio, and the SE/A executive director, ex officio. The Oversight Committee provides assessment, program development, and evaluation of SE/A programs. Ad hoc committees or task forces may be formed as needed to conduct SE/A business. The newly decentralized structure of the RAC provides an opportunity for widespread input on SE/A goals and objectives and encourages broad membership participation in planning SE/A programs and services.
