Katrina Relief/Delta Information Access Project Award
The NN/LM SE/A is offering to Mississippi libraries, hospitals and clinics two funding opportunities to improve technology or access to Internet-based health information including NLM products and services such as PubMed, MedlinePlus, and more.
The Katrina Relief Award is available to libraries, clinics and hospitals adversely affected by Hurricane Katrina to aid in the recovery of information services or information access. Previous awardees may apply for additional funding.
The Delta Information Access Project Award is available to libraries, clinics and hospitals in the Mississippi Delta region to improve health information access or to Network members to start information access projects in the Delta.
Potential projects can address one or more of the following technology needs (this list is not inclusive):
- Increase access to Internet-based health information by purchasing computers for public access areas such clinic waiting rooms, nursing ward stations, library public service areas, and more
- Introduce or upgrade access to Internet-based health information in areas where Internet is not presently available by purchasing and installing broadband access to the Internet
- Improve access to health information by subscribing to electronic health-based journals through the Mississippi Health Sciences Information Network

Funding:
A minimum of four (4) projects of up to $5,000 each will be awarded. This is a cost reimbursement award.
Period of Performance:
Up to 12 months from the date of the award

Eligibility:
- Libraries:
- Must be a SE/A Network member in the Katrina affected areas or,
- Must be a SE/A Network member in the Mississippi Delta region or,
- Must be a Mississippi SE/A Network member submitting a project to work with a clinic or hospital in the Delta or Katrina area.
- Clinics or Hospitals
- Must be in a zip code in Mississippi identified by FEMA as an area affected by Hurricane Katrina
- Clinics, hospital, libraries in the following counties in Mississippi bearing federal designation as Lower Mississippi counties are eligible to apply: Adams, Amite, Attala, Benton, Bolivar, Butler, Carroll, Claiborne, Coahoma, Copiah, Covington, Franklin, Grenada, Holmes, Humphreys, Issaquena, Jefferson, Jefferson Davis, Lafayette, Lawrence, Leflore, Lincoln, Marion, Marshall, Montgomery, Panola, Pike, Quitman, Sharkey, Simpson, Sunflower, Tallahatchie, Tate, Tippah, Union, Walthall, Warren, Washington, Wilkinson, Yalobusha, Yazoo.
- Equipment placement and use
- For libraries, use of equipment must be primarily for providing health information or for public or health professional use in the library
- For health care professionals, should be used to access health information
- Equipment should be placed in a safe location and be accessible for use for accessing health information resources and databases
Budget Guideline:
Eligible applicants can apply for up to $5,000 for each project. Funding will cover:
- Computer equipment for health professional or librarian use
- Computer equipment for consumers/patients use
- High speed Internet connection
- Mississippi Health Sciences Information Network* (MisHIN) http://mishin.library.umc.edu for electronic journal and database access and document delivery
Personnel or indirect costs are not allowed under this award.
Application Process:
- Fullest consideration will be given to those applications received by August 24, 2007 for projects planned for the period June 1, 2007-May 31, 2008. Applications will be accepted until funds are depleted.
- A minimum of 4 awards is planned.

Selection Criteria:
Criteria for selection : appropriate technology plan, clear understanding of target population, well identified need, reasonable goals and methodology, appropriate budget, plans for evaluation of the project, level of commitment and qualifications of project personnel and support provided by host institution and partners.
Deliverables:
Two progress reports will be required. The reports should include: activities conducted, problems encountered and progress made toward goals.
If training is conducted as part of the project, the awardee will complete a record of the event within two weeks of the activity. The NN/LM will provide reporting forms for this activity.
In addition to the aforementioned reporting requirements, the awardee shall provide copies of all communications, materials produced, press releases, advertisements, and articles for newsletters related to the project, In accepting the award, the awardee gives permission for use of such materials by the NLM and NN/LM.
