Express Outreach Follow-up Award
The NN/LM Southeastern/Atlantic (SE/A), as part of its outreach program, is accepting applications for outreach follow-up awards from community or faith organizations or American Indian affiliate Network members. To qualify, the Network member should have participated in or lead an outreach project funded previously by the NN/LM.
Award Goals
- The goal of the express outreach follow-up award is to expand, assess, evaluate or sustain activities of a previously funded outreach project in which the applicant participated. The original project should be one that focused on:
- Expanding community focused activities in support of the NN/LM mission and goals.
- Promoting the awareness of and use of the information products and services of the National Library of Medicine.
- Improving access to quality electronic health information.
- Promoting and improving access to information services.
- Promoting or improving the use of technology for information access.
Potential Projects
Potential projects may include but are not limited to:
- Evaluation of a previously funded project in which you participated or were funded to lead.
- Transition services from funded agency to your own (sustain or assume services received during participation in the outreach project).
- Development of plans for next steps to expand or sustain a project you lead or in which you were a participant.
- Hosting a series of meetings with funded project leaders to determine ways to sustain or expand services.
- Training personnel, developing promotional plans, purchasing equipment, etc. necessary to conduct/sustain services received by funded partners.
- Planning and conducting an evaluation of a recently completed or about to be completed project to determine impact and next steps.
Awardee should check the National Training Center and Clearinghouse (http://nnlm.gov/ntcc/) prior to developing new classes. New classes developed must be submitted to the NTCC for inclusion in the Clearinghouse.

Eligibility Requirements
- Must be a community or a faith organization or American Indian Tribe primarily serving an underserved population(s)
- Must be a full or affiliate SE/A member in Alabama, District of Columbia, Georgia, Florida, Maryland, Mississippi, North Carolina, Puerto Rico, South Carolina, Tennessee, Virginia, West Virginia and the U.S. Virgin Islands.
- A Memorandum of Understanding with the University of Maryland, Baltimore is required for this award.
Note: For affiliate members, partnership with an SE/A member is strongly encouraged.
Application Process
- Eligible members can apply for up to $5,000 for each project.
- A minimum of 2 awards per contract year (May 1 - April 30) is planned.
- Fullest consideration will be given to those applications received by August 31, 2008 for projects planned on or after October 1, 2008.
- Applications will be accepted until available funds are depleted.

Budget Guidelines
Funding will cover personnel, communication, equipment, supplies, reproduction, and travel. No more than 10% of direct costs can be spent on print or audiovisual resources. Provide an explanation for other costs needed not listed above. No additional food costs are allowed.

If mobile technology or computer hardware is proposed, please be prepared to submit the following upon approval of the award:
- For technology or computer hardware purchases under $3,000 – submit catalog pricing.
- For technology or computer hardware purchases $3,000 or more – submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Reference: http://www.gsa.gov.
- For personal appeal Items such as cameras, MP3 Players, Smartphones,
and laptop computers the proposal must address the following:
- Purpose: There is a legitimate purpose for the items, and use of the items by the awardee will be managed in accordance with institutional policy.
- Appropriate Use: Items will not be used in a way that would discredit the NN/LM, the National Library of Medicine and the National Institutes of Health or the applicable Institution.
- Cost Effective: Must demonstrate requested items are cost effective and appropriate. For example, will generic brands satisfy the minimum requirements? If not, the proposal/request must describe 1) why it is necessary to purchase branded products, 2) benefits in brand name products. How will items further the mission of the NN/LM and achieve the objectives of the contract?
Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.
Period of Performance
Projects should be completed within 12 months of project award.
Selection Criteria
Criteria for selection include: feasibility of plan to meet project objectives or to reach target audience, selection of appropriate community partners or target communities, qualifications of project personnel and support provided by host institution and partners.
Reporting Requirements
Quarterly reports of project activities, including progress made toward goals and problems encountered, and completion of outreach reporting activity forms are required. A final report covering the entire period of performance is due within 30 days of the close of the project.
If training is conducted as part of the project, the awardee will complete a record of the event in the online outreach activity and reporting system within 2 weeks of the activity. The NN/LM SE/A office will provide an instruction manual for inputting this information into the system.
In addition to the aforementioned reporting requirements, the awardee shall provide copies of all communications, materials produced, press releases, advertisements, and articles for newsletters related to the project. In accepting the award, the awardee gives permission for use of such materials by the NLM and NN/LM.
Publication and Publicity
The awardee shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this award in any media by including an acknowledgment substantially as follows:

NIH Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research
The Policy requests that beginning May 2, 2005, NIH-funded investigators submit to the NIH National Library of Medicine’s (NLM) PubMed Central (PMC) an electronic version of the author’s final manuscript, upon acceptance for publication, resulting from research supported in whole or in part with direct costs from NIH. NIH defines the author’s final manuscript as the final version accepted for journal publication, and includes all modifications from the publishing peer review process. The PMC archive will preserve permanently these manuscripts for use by the public, health care providers, educators, scientists, and NIH.
