Call for Applications
Express Outreach Award

The NN/LM SCR is accepting applications for the Express Outreach Award. The purpose of this award is to support a wide range of outreach projects aimed at improving access to and use of the National Library of Medicine's databases.

Eligibility

Network members in the NN/LM SCR (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) are eligible to apply.  Interested libraries, health departments, or other agencies that are not members may join the Network by completing the membership application located at: http://nnlm.gov/scr/services/mbrapp.pdf.

Potential Projects

Network members are asked to share their expertise with a target audience not normally reached to promote awareness and utilization of the products and services of the National Library of Medicine (NLM) and NN/LM. The following populations may be targeted for outreach (this list is not meant to be all-inclusive):

  • Underserved or Unaffiliated Healthcare Professionals
  • Public Libraries
  • Public Health Workers
  • General Public

Potential projects may include (this list is not meant to be all-inclusive):

  • Training in effective use of electronic health information resources, with an emphasis on NLM databases including: PubMed®, MedlinePlus®, ClinicalTrials.gov, Household Products Database, Partners in Information Access to the Public Health Workforce, and Tox Town®;
  • Training targeted to a specific community or population including but not limited to: seniors; minority or ethnic populations; state/local health departments; refugee health organizations; low-income residents; community based organizations;
  • Promoting health information literacy;
  • Improving access to health information and information technology for those groups without adequate access to library and information services;
  • Placing Internet-accessible computers in locations where they can be used to research health information needs;
  • Partnering with a community-based organization, health department, or different library to increase the reach of a project;
  • Exhibiting or presenting at local meetings or organizational events to promote NLM products and services;
  • Training on how to evaluate health information found on the Internet.

Funding

Eleven (11) projects of up to $5,000 each will be awarded.

Budget Guidelines

Food, personnel and Indirect Costs are not allowed. Funds requested to develop print collections of health materials or to purchase access to a commercial electronic health information product may not exceed 5% of the total amount of the project budget.

If IT/computer hardware is proposed in response to this Call for Applications, please include the following as part of your cost proposal:

  • For IT/computer hardware under $3,000 – submit catalog pricing.
  • For IT/computer hardware $3,000 or more – submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Reference http://www.gsa.gov/

Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.

Period of Performance

Up to 12 months from date of the award.

Evaluation Criteria

Proposals will be scored against the following criteria:

  • Understanding of target population
  • Identified need for the project
  • Reasonable goals and methodology
  • Plans for evaluating the success of the project
  • Level of support from applicant’s parent institution and commitment of staff
  • Appropriateness of budget
  • Inclusion of NLM databases

Deliverables

Awardees(s) shall prepare and submit the following reports in the manner stated below and in accordance with the following:

A. Outreach Activity Data Collection Database

Within two weeks of any training or demonstration session, complete a record of the event in the online outreach activity reporting system. The NN/LM SCR staff will provide an instructional manual on inputting information into this database.

B. Reports

One semi-annual and one final report will be required. Reports should include activities conducted; problems encountered, and progress toward objectives. The NN/LM SCR will provide a copy of the quarterly report template.

Publication and Publicity

The Subcontractor shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this contract in any media by including an acknowledgment substantially as follows:

This project has been funded in whole or in part with Federal funds from the National Library of Medicine, National Institutes of Health, Department of Health and Human Services, under Contract No. N01-LM-6-3505 under the Houston Academy of Medicine-Texas Medical Center Library.

NIH Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research

The Policy requests that beginning May 2, 2005, NIH-funded investigators submit to the NIH National Library of Medicine’s (NLM) PubMed Central (PMC) an electronic version of the author’s final manuscript, upon acceptance for publication, resulting from research supported in whole or in part with direct costs from NIH. NIH defines the author’s final manuscript as the final version accepted for journal publication, and includes all modifications from the publishing peer review process. The PMC archive will preserve permanently these manuscripts for use by the public, health care providers, educators, scientists, and NIH.
