Call for Applications
DOCLINE Library Improvement Project

 The NN/LM SCR is accepting applications for the DOCLINE Library Improvement Project (DLIP) Award. The purpose of the DLIP Award is to provide an opportunity to DOCLINE libraries, or libraries that are interested in becoming full DOCLINE users, to expand and improve existing library services.

Eligibility

Network members in the NN/LM SCR (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) are eligible to apply. Network members must be DOCLINE® users or intend to implement DOCLINE® upon receipt of the award at their institution. Potential Projects

Projects may address one or more of the following library needs (these are examples only and not meant to be all-inclusive):

  • Funding to purchase a computer for use by library staff for accessing DOCLINE®, PubMed®, MedlinePlus® and other Internet-based services;
  • Funding to upgrade a slow dial-up Internet connection to a high speed broadband connection for receipt of electronic journal articles;
  • Funding to implement an electronic document delivery solution such as Ariel®.

Funding

Five (5) projects of up to $5,000 each will be awarded.

Budget Guidelines

Personnel and Indirect Costs are not allowed.

Funds may be requested for the following types of expenditures (these are examples only and not meant to be all-inclusive):

  • Computer equipment
  • Software applications
  • Internet Service Provider fees

If IT/computer hardware is proposed in response to this Request for Proposals/Call for Applications, please include the following as part of your cost proposal:

  • For IT/computer hardware under $3,000 – submit catalog pricing.
  • For IT/computer hardware $3,000 or more – submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Reference http://www.gsa.gov/

Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.

Period of Performance

Up to 12 months from date of the award.

Evaluation Criteria

The merits of each application will be carefully evaluated based on the following criteria: appropriate technology plan, clear understanding of target population, well identified need, reasonable goals and methodology, appropriate budget, plans for evaluation of the project and level of commitment from project staff.

Deliverables

One (1) semiannual progress report and one (1) final report will be required. The reports should include: activities conducted, problems encountered, and progress toward objectives.

If training is conducted as part of the project, the subcontractor will complete a record of the event in the online outreach activity and reporting system within two weeks of the activity. The NN/LM SCR office will provide an instruction manual for inputting this information into the system.

Publication and Publicity

The Subcontractor shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this contract in any media by including an acknowledgment substantially as follows:

This project has been funded in whole or in part with Federal funds from the National Library of Medicine, National Institutes of Health, Department of Health and Human Services, under Contract No. N01-LM-6-3505 under the Houston Academy of Medicine-Texas Medical Center Library.

NIH Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research

The Policy requests that beginning May 2, 2005, NIH-funded investigators submit to the NIH National Library of Medicine’s (NLM) PubMed Central (PMC) an electronic version of the author’s final manuscript, upon acceptance for publication, resulting from research supported in whole or in part with direct costs from NIH. NIH defines the author’s final manuscript as the final version accepted for journal publication, and includes all modifications from the publishing peer review process. The PMC archive will preserve permanently these manuscripts for use by the public, health care providers, educators, scientists, and NIH.
