Community Preparedness Day Award
Call for Applications
The purpose of the Community Preparedness Day Award is to assist libraries in becoming active partners in their community’s emergency preparedness, response and recovery planning activities. Participation in Community Preparedness Day will help to make libraries part of the nationwide effort to encourage Americans to take simple steps to prepare for emergencies in their homes, businesses and schools. The U.S. Department of Homeland Security through its "Ready America" (http://www.ready.gov/) campaign highlights the importance of emergency preparedness and promotes individual involvement through events and activities across the country.
The objectives of Community Preparedness Day are:
- Integrate and involve libraries into their community's emergency preparedness, response and recovery planning activities.
- Provide access to emergency management information tools and resources to first responders, public health workforce, health care professionals and the community.
- Promote and publicize the role libraries can play in emergency preparedness.
Potential Projects
While the name of the project suggests a single day, the proposed project could take place on several days or at several locations. Following are examples of possible Community Preparedness Day activities (other creative ideas are encouraged):

Eligibility
Network members in the NN/LM SCR (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas) are eligible to apply. Network membership is free and open to institutions interested in providing health information. To apply for membership: http://nnlm.gov/scr/services/member.html. Partnerships with health science libraries, other libraries, community or faith organizations, public health organizations or other community agencies are encouraged.
Funding
Two (2) projects up to $5,000 each will be awarded.

Award Evaluation Criteria
Criteria for selection include: identification of participating organizations; feasibility of plan for Community Preparedness Day activities; appropriateness of activities to the described community; documented plan to promote activities in the community; evaluation plan; and appropriate budget.
Reporting Requirements
Final report on Community Day must be submitted within 60 days of event/s. Awardee shall provide copies of all promotional and publicity materials produced, press releases, advertisements, articles for newsletter related to project. Evaluation of project must be submitted with final report.
Budget Guidelines
Funding will cover (these are examples only and are not meant to be all-inclusive): personnel, equipment, software, Internet service provider fees, supplies, travel and reproduction.
Mileage reimbursable using the university rate, or government rate of 50 cents per mile. Funds requested to develop print collections of health materials or to purchase access to a commercial electronic health information product may not exceed 5% of the total amount of the project budget.
Food, Furniture and Indirect Costs are not allowed.
If mobile technology or computer hardware is proposed, please be prepared to submit the following upon approval of the award:
- For technology or computer hardware purchases under $3,000 – submit catalog pricing.
- For technology or computer hardware purchases $3,000 or more per item – submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Reference: http://www.gsa.gov.
- For personal appeal items such as cameras, MP3 Players, Smartphones, and laptop computers,the proposal must address the following:
- Purpose: There is a legitimate purpose for the items, and use of the items by the awardee will be managed in accordance with institutional policy.
- Appropriate Use: Items will not be used in a way that would discredit the NN/LM, the National Library of Medicine and the National Institutes of Health or the applicable Institution.
- Cost Effective: Must demonstrate requested items are cost effective and appropriate. For example, will generic brands satisfy the minimum requirements? If not, the proposal/request must describe 1) why it is necessary to purchase branded products, 2) benefits in brand name products. How will items further the mission of the NN/LM and achieve the objectives of the contract?
Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.
Period of Performance
Up to 8 months from date of the award
Personal Appeal Items
The recipient of the funding agrees that there is a legitimate purpose for the personal appeal items and use of the items by the Subcontractor(s) will be managed in accordance with policy. Items will not be used in a way that would discredit the NN/LM, the National Library of Medicine and the National Institute of Health or the applicable institution.
Publication and Publicity
The Subcontractor shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this contract in any media by including an acknowledgment substantially as follows:
This project has been funded in whole or in part with Federal funds from the National Library of Medicine, National Institutes of Health, Department of Health and Human Services, under Contract No. N01-LM-6-3505.
NIH Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research
As of April 7, 2008, final peer-reviewed manuscripts arising from NIH funds must be submitted to PubMed Central upon acceptance for publication.
The NIH Public Access Policy at http://publicaccess.nih.gov/policy.htm ensures that the public has access to the published results of NIH funded research. It requires scientists to submit final peer-reviewed journal manuscripts that arise from NIH funds to the digital archive PubMed Central (http://www.pubmedcentral.nih.gov/) upon acceptance for publication. To help advance science and improve human health, the Policy requires that these papers (http://publicaccess.nih.gov/FAQ.htm#b1) are accessible to the public on PubMed Central no later than 12 months after publication. The NIH Public Access site should be consulted for additional information: http://publicaccess.nih.gov/policy.htm.
