Expresss Outreach Award -- Revised Announcement!
NN/LM PNR is currently accepting proposals for Express Outreach Awards. The Application for 2011 Express Outreach Awards must be completed and submitted via email attachment by August 26, 2011. Applications will be reviewed as quickly as possible. Projects will be 12 months in duration and must be completed by September 30, 2012.
Express Outreach Program Goals:
- To improve use of quality online health information resources by priority populations (as defined below);
- To promote health information literacy in health education and health care;
- To build or strengthen partnerships between network members and other community organizations;
- To foster local health information expertise in community organizations;
- To promote awareness and use of the products and services of the NLM and the NN/LM.
Priority will be given to proposals involving outreach to:
- Public health workers or social workers, including personnel at government or community agencies;
- Health professionals including physicians, nurses, physician assistants, pharmacists, dentists, dental hygienists and others, especially those serving minority populations or clients with limited English proficiency;
- Health professionals (see list above) in rural areas, or those without adequate access to library and information services;
- Minority populations or people with limited English proficiency;
- K-12 public school teachers or school health personnel or leaders of volunteer youth organizations such as 4-H or Scouts;
- Senior citizens;
- Low income populations; and/or
- Community or faith-based organizations.
A few examples of potential Express Outreach Award activities and strategies:
- Training in effective use of electronic health information resources, with an emphasis on NLM databases including: PubMed, MedlinePlus, ClinicalTrials.gov, Household Products Database, Partners in Information Access to the Public Health Workforce, Tox Town and more.
- Conducting promotional activities, including health fairs, exhibits and demonstrations to increase awareness and use of technology applications and electronic resources.
- Conducting hands-on training sessions at state conferences of health care providers about skills to identify, access, retrieve, evaluate, and use relevant electronic health information resources for patient education or clinical decision support.
- Developing partnerships with a community organization, health department, or different library to increase the reach of a project (i.e. to reach seniors, low income or minority populations).
- Developing partnerships with K-12 school librarians, health teachers, science teachers, and school nurses to introduce health related tasks into the curriculum.
Eligibility:
- Applicants must be members of the NN/LM PNR.
- Project personnel must have demonstrated experience using NLM resources, or identify a project partner with this expertise.
Period of Performance:
Express award activities must be completed by September 30, 2012.
Reporting Requirement:
The project leader will submit to the NN/LM PNR two brief reports: a mid-project and a final report. The mid-project report is due at the halfway point of the award period and should include a summary of progress toward completing goals, modifications made to original project plan, a summary list of any training activities or exhibits conducted, lessons learned and plans for sustaining project activities. An outline is provided on the Project Reporting Toolkit. When training activities or exhibits are conducted as part of the project, an Outreach Activity Data Collection Form or Exhibit Report must be submitted within 30 days of the training or exhibit. These forms and instructions are also linked from the Project Reporting Toolkit.
Final reports for Express Outreach Awards must be submitted within 30 days of project completion by the awardee using the Outreach Application and Online Contract Reports System. Users of the system must first create an account before reports can be submitted; the NN/LM PNR regional office will provide the awardee with a reporting toolkit and support. Content for the final report will include (but not be limited to): Executive Summary, Approaches and Interventions Used, Evaluation, Problems or Barriers Encountered, Impact, and Lessons Learned. Awardess must also submit an article summarizing their project for publication in the Dragonfly, the NN/LM PNR's blog.
Funding:
In making awards decisions, the NN/LM PNR will strive for diverse geographic distribution throughout the five states of the Northwest.
Maximum fixed price award is $15,000, to be paid incrementally at the time of the award and upon receipt of mid-point progress report and the final report. Up to four (4) awards will be funded.
The following statement is required to be included in this solicitation to comply with regulations for annual appropriation of federal funds:
All awards issued under the NLM Contract with University of Washington are subject to the Government's availability of funds in compliance of Federal Acquisition Regulation (FAR) 52.232-18, Availability of Funds. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Budget Guidelines
The allowable performance period for this award is 12 months. A detailed budget and justification is required.
Funding will cover: personnel, equipment, software, Internet service provider fees, supplies, travel and reproduction of materials. These are examples only and are not meant to be all-inclusive.
Food and furniture costs are not allowed.
If mobile technology or computer hardware is proposed, please be prepared to submit the following upon approval of the award:
- For technology or computer hardware purchases under $3,000 - submit catalog pricing.
- For technology or computer hardware purchases $3,000 or more per item - submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Refer to the GSA web site for more information.
- For personal appeal items such as cameras, MP3
players, smartphones, and laptop computers, the
proposal must address the following:
- Purpose: There is legitimate purpose for the items, and use of the items by the awardee will be managed in accordance with institutional policy.
- Appropriate Use: Items will not be used in a way that would discredit the NN/LM, the National Library of Medicine and the National Institutes of Health, or the applicable institution.
- Cost Effective: Must demonstrate requested items are cost effective and appropriate. For example, will generic brands satisfy the minimum requirements? If not, the proposal/request must describe 1) why it is necessary to purchase branded products, 2) benefits in brand name products. How will items further the mission of NN/LM and achieve the objectives of the contract?
Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.

Proposals must meet the following guidelines:
- If a website is developed under this award, the website must comply with Section 508 requirements for accessibility to people with disabilities [details].

- If a journal article is published as a result of this project, the final peer-reviewed manuscript must be submitted to the PubMed Central digital archive in accordance with the NIH Public Access Policy [details].
