Community Preparedness Day Awards
NN/LM PNR is currently accepting applications for Community Preparedness Day Awards. The purpose of the Community Preparedness Day Award is to assist libraries in becoming active partners in the community's emergency preparedness, response and recovery planning activities. Participation in Community Preparedness Day projects will help make libraries part of a the nationwide effort to encourage Americans to take simple steps to prepare for emergencies in their homes, businesses and schools. The U.S. Department of Homeland Security, through its "Ready America" campaign, highlights the importance of emergency preparedness and promotes individual involvement through events and activities across the country.
Complete the Community Preparedness Day Award Application and submit it via email attachment by August 20, 2010. Projects must be completed by April 30, 2011. Three (3) awards of up to $5,000 each will be funded. September is National Preparedness Month, so project participants may want to consider planning their project activities to coincide with other National Preparedness Month events.
The goals of Community Preparedness Day are to:
- Encourage, strengthen and/or expand library partnerships with first responders and community emergency management personnel.
- Provide access to emergency management information tools and resources for families or other target populations.
- Integrate and involve libraries in emergency preparedness, response and recovery planning.
- Promote and publicize the roles libraries, faith, or community organizations can play in emergency preparedness.
- Strengthen and expand medical and public library partnerships.

Eligibility
Network members in the NN/LM PNR (Alaska, Idaho, Montana, Oregon, and Washington) are eligible to apply. Network membership is free and open to institutions interested in providing health information. To apply for membership, submit a membership application. Partnerships between health sciences libraries, public libraries, community organizations and public health agencies are strongly encouraged.
Funding
Three (3) awards up to $5,000 each will be funded.Period of Performance
Funded projects must be completed by April 30, 2011.Award Evaluation Criteria
Criteria for selection include: identification of participating organizations; feasibility of plan for Community Preparedness Day activities; appropriateness of activities to the described community; documented plan to promote activities in the community; evaluation plan; and appropriate budget.
Reporting Requirements
Final reports on Community Preparedness Day projects must be submitted within 30 days of project completion. Awardees shall provide copies of all promotional and publicity materials produced, press releases, advertisements, and articles for newsletters related to the project. Evaluation of the projects must be submitted with the final reports. Awardees must also submit an article summarizing their project for publication in the Dragonfly, NN/LM PNR's blog.Budget Guidelines
Funding will cover: personnel, equipment, software, Internet service provider fees, supplies, travel and reproduction of materials. There are examples only and are not meant to be all-inclusive.Food, furniture and Indirect Costs are not allowed.
If mobile technology or computer hardware is proposed, please be prepared to submit the following upon approval of the award:
- For technology or computer hardware purchases under $3,000 - submit catalog pricing.
- For technology or computer hardware purchases $3,000 or more per item - submit three (3) vendor quotes (valid preferably for 60 days, minimum of 30 days). Quotes may include General Service Administration (GSA) price lists. Refer to the GSA web site for more information.
- For personal appeal items such as cameras, MP3
players, smartphones, and laptop computers, the
proposal must address the following:
- Purpose: There is legitimate purpose for the items, and use of the items by the awardee will be managed in accordance with institutional policy.
- Appropriate Use: Items will not be used in a way that would discredit the NN/LM, the National Library of Medicine and the National Institutes of Health, or the applicable institution.
- Cost Effective: Must demonstrate requested items are cost effective and appropriate. For example, will generic brands satisfy the minimum requirements? If not, the proposal/request must describe 1) why it is necessary to purchase branded products, 2) benefits in brand name products. How will items further the mission of NN/LM and achieve the objectives of the contract?
Vendor quotes are necessary to determine price reasonable for purchase of $3,000 or more. The absence of competitive quotes must be documented and justified.
Publication and Publicity
The awardees of the funding shall acknowledge the support of the National Library of Medicine whenever publicizing the work under this contract in any media by including an acknowledgment as follows:

NIH Policy on Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research
As of April 7, 2008, final peer-reviewed manuscripts arising from NIH funds must be submitted to PubMed Central upon acceptance for publication.The NIH Public Access Policy ensures that the public has access to the published results of NIH funded research. It requires scientists to submit final peer-reviewed journal manuscripts that arise from NIH funds to the digital archive PubMed Central upon acceptance for publication. To help advance science and improve human health, the Policy requires that these papers are accessible to the public on PubMed Central no later than 12 months after publication. The NIH Public Access site should be consulted for additional information.
