Express Outreach Awards
The NN/LM MidContinental Region intends to award funding for outreach projects to be conducted by Network members in support of the NN/LM mission. We intend to award funding for up to three projects, at the level of up to $6,000 each. Indirect Costs are not allowed. Project funds may be obtained from the NN/LM MCR solely on a cost-reimbursement basis, after expenses are incurred and invoices are submitted. Applications will be accepted until March 7, 2008.
Please note that funds requested to develop print collections of health materials or to purchase access to any commercial electronic health information product may not exceed 5% of the total amount of the project budget.

Express Award Program Goals
- To promote outreach by Network members to share their expertise and resources with a target audience not normally reached
- To encourage partnerships and community-focused activities in support of the NN/LM mission
- To promote awareness and use of the products and services of NLM and the NN/LM
- To improve access to health information for those health professionals and health consumers without adequate access to library and information services
- To promote awareness and use of technology applications for improved information access
- Will result in a published summary of replicable or adaptable practices
- Public health professionals
- Personnel at a healthcare facility or community agency
- Members of the public
- Underserved populations
- Geographic areas (rural, inner city) without adequate access to health information resources
- Populations without adequate health information literacy skills
Priority will be given to proposals involving partnerships with:
- Public Health Workforce
- Health professionals serving minority populations
- Health professionals in inner cities and rural areas
- Community organizations working with underserved populations
- Local agencies (fire department, governor/mayor's office, etc)
Potential partnership and training topics include:
- Disaster response resources from NLM, such as WISER, HazMap, or TOXNET
- NLM databases and resources http://www.nlm.nih.gov/ directed at either health professionals or consumers
- Introduction to finding and evaluating health information resources on the web
- Providing health information reference services
- Using technology for health information access
Eligibility
Required qualifications:
- NN/LM member (full or affiliate) in the MidContinental Region
- Internet access at the NN/LM member library
- Principle Investigator
Desirable qualifications:
- Full Network members
- Willing to accept requests via Loansome Doc
- Masters level degree or equivalent or four years of expertise in the provision of health information

Evaluation Criteria
Factors to be Used in Evaluating Proposals
Proposals will be evaluated according to the following list of criteria. Requests for clarification and/or revision may be asked of proposal writers as determined by reviewers.
- Evidence of qualified personnel and organizational resources, including partnerships, to assure completion of the project in an 18-month period (20 points)
- Evidence of need for the project and involvement of the target audience in determining need(s) (10 points)
- Well defined target population that includes at least one NN/LM priority audience (10 points)
- Goals & outcomes that can reasonably be accomplished and sustained beyond the project period (10 points)
- Project plan that clearly indicates specific steps to be accomplished to fulfill objectives (20 points)
- Clear evaluation strategies to measure and assess outcomes and determine the project's success (20 points)
- Budget plan that is complete, clear, and well justified to complete the project (10 points)
Period of Performance and Reports
Projects should be completed within 18 months of project award. Quarterly progress reports are required. Updated Quarterly Report will use the following template http://nnlm.gov/mcr/funding/docs/Quarterly_Report.doc and will be emailed to MCR at rml4@rml4.utah.edu. Recipients of NN/LM funding are strongly encouraged to consider publishing results from NN/LM funded projects in journals that make their contents freely available on the Web and to submit final manuscripts to NIH's Pubmed Central. Effective practices from the project will be entered into the Effective Practices Collection http://nationalserviceresources.org/epicenter/index.php.
