NATIONAL TRAINING CENTER & CLEARINGHOUSE'S EDUCATIONAL CLEARINGHOUSE DATABASE

The Educational Clearinghouse Database is a national medical information resource designed to provide users with ready access to medical information and web-based medical education and health materials. The web site was designed both to meet the specific needs of the customer base of the National Network of Libraries of Medicine (NN/LM), and be an integral part of the coordinated system-wide NN/LM network. The database contains information devoted to self-instructional materials and resources, fact sheets, manuals, classes and, if one is an educator, materials for train-the-trainer type classes. In addition to health-related materials, a user will find Internet and web-browser skills information.

The National Training Center & Clearinghouse (NTCC) will continue to collect, analyze and index training materials, products, tools and classes for the Educational Database that will be used by the Regional Medical Libraries (RMLs) and the NN/LM member libraries, health educators, information professionals, health professionals and health consumers.

Development of the National Training Center & Clearinghouse's Database

The first year of the current RML contract was a very busy time for the staff of the NTCC. Not only were the support staff and the trainers preparing, developing and teaching classes, but a new element was added to their program under the contract awarded in May 2001. The contract mandated that the NTCC develop a feature within its web site for the easy searching/location of educational materials created by NN/LM member libraries, the Resource Libraries and the National Library of Medicine (NLM). So, over the latter part of 2001 and the first months of 2002, the entire staff of the NTCC gathered information and URLs on educational materials found within NLM and NN/LM web pages. It was decided to create an online database, fully searchable through web browsers using the applications of MySQL and PHP.

Michael Boer, Michael Miller and Chris Shaffer, of the Seattle, Los Angles and Chicago NN/LM offices respectively, and Janet Zipser at NLM, worked with the training staff deciding upon the look and feel of the database. Searchable field names were decided upon and created.

The NTCC trainers, Mary Van Antwerp, Andrew Hamilton, and Maureen Czujak, proceeded to canvass the NN/LM and NLM web sites gathering URLs, writing annotations and assigning keywords. The database was tested by the designated contact persons at each of the Regional Medical Libraries and staff at the NLM. The Educational Database "went live" on June 17 and can be found at http://nnlm.gov/mar/online and then click on either of the Educational Clearinghouse Database hyperlinks.

We welcome and encourage your submission of items to be added to the Educational Clearinghouse Database. The developers of the Educational Database have created a tool for suggestions. It is located on the search page.

Complete information concerning the resource is vital.

The Clearinghouse is intended to be representative, but not exhaustive, useful but not authoritative, fair but not necessarily impartial. Inclusion of data contained in the Clearinghouse will not serve as an endorsement of the material by the NLM, NTCC, or NN/LM. The NTCC will not dictate the content of the material, but will reserve the right to remove obsolete material from the Clearinghouse.

Linking Your Web Site to MEDLINEplus

Does your institution's web site need consumer health information? If it does, The National Library of Medicine invites you to link from your web site to MEDLINEplus at http://medlineplus.gov/ MEDLINEplus brings together, by health topic, authoitative information from the National Institutes of Health (NIH), other government, non-profit and other health-related organizations. Preformulated MEDLINE searches are included in MEDLINEplus and give easy access to the medical research literature. It also provides you with a database of full-text drug information, interactive health tutorials and an illustrated medical encyclopedia.

Advantages of linking to MEDLINEplus include:

What's the best way to link to MEDLINEplus? You are welcome to link to MEDLINEplus or any of the over 500 health topic pages, either directly or by opening a new window. The advantage of opening a new window is that your users still have a browser window with your web site available. Also, because of arrangements with licensed content providers, please do not place any pages in a frame.

Here are some images and text to assist you in coding your HTML link to MEDLINEplus. Please observe the form of the MEDLINEplus name, which should always begin with "MEDLINE" in capital letters and "plus" in lower-case letters.

FREESHARE UPDATE

The message below appeared on DOCLINE-L on June 26, 2002. As FreeShare emanated from the NN/LM PSR, the writers are, in effect, its custodians. If you have any questions, please contact Julie Kwan or Andrea Lynch.

I would, however, like to remind all BHSL members that while many BHSL members in Regions 1 and 8 participate in FreeShare, BHSL hierarchical numbers take precedence over FreeShare. Unless a BHSL library is a member of the same local consortium you are a member of, BHSL rules. All BHSL libraries have a number and an asterisk after their institutional name, e.g., ABC Hospital (*4), ZYZ Medical Center (*6); therefore, ABC Hospital is to be placed in cell 4 and XYZ Medical Center in cell 6. Dear FreeShare Members,

We would like to clarify the issue regarding charging FreeShare members for requests depending on delivery method. There is no charging of fellow FreeShare members allowed regardless of delivery method.

According to the FreeShare webpage located at http://nnlm.gov/libinfo/docline/freeshare.html by electing to participate, libraries in the FreeShare group agree to fill document delivery requests free of charge on a reciprocal basis. That is, FreeShare participants will provide free ILLs to any other group member.... Each FreeShare library is responsible for reviewing requests received to determine whether it is from a FreeShare partner and should not be billed/charged, regardless of the maximum cost indicated."

If your library does charge an additional amount to deliver a DOCLINE request in a particular way, then please reject the request for "OTHER" as this reason code does not retire the request from the system and is appropriate for the situation. That is, if your library can't fax a request for free, or if you receive too many requests in a day, or something else prevents your library from filling the request as submitted, then you can reject the DOCLINE request using the OTHER code as the reason.

REFER ON AFTER NLM

DOCLINE libraries, please note: If you have "Refer On After NLM" checked in your routing profile, please make sure that you also indicate the maximum cost you are willing or able to pay. For an example of why, see the message below from CISTI.

Every once in a while CISTI receives a request on DOCLINE from an American library through the "Refer on after NLM" function where there is no maximum cost indicated. CISTI fills the request and the library then refuses to pay the amount billed. CISTI charges copyright for all document delivery requests from American clients. This means that the amount CISTI will invoice is often quite a bit higher than what most resource libraries will charge. And since CISTI is the only non-American library in the DOCLINE "Refer on" category, our situation is unique.

CISTI received more than 2,100 "referred on" requests between May 2001 and June 2002, so we want to continue to be included as a "Refer on" library. But in training sessions for DOCLINE, you may find an opportunity to remind libraries to use the max cost field, even if their routing tables are carefully arranged not to exceed a certain cost limit.

INFORMATIONIST CONFERENCE VIDEO CASSETTES

Supported by a grant from the National Library of Medicine, the Medical Library Association sponsored an Informationist Conference, April 4-5, 2002. Planned and implemented by the MLA Informationist Conference Task Force, the conference was held to facilitate a national discussion; derive a consensus definition; and develop recommendations for an action agenda for the "informationist" professional in clinical and research domains.

We have available for loan two tapes: Part 1 contains the welcome and keynote address; and Part 2, the group reports and wrap-up. These tapes may be requested by DOCLINE through the New York Academy of Medicine Library (NYUNYA). Please note in the Comments field, "Available from the RML."
