Announcement
The National Network of Libraries of Medicine (NN/LM) Middle Atlantic Region (MAR) is accepting applications for the Outreach and Evaluation Conference Award from the NN/LM MAR’s full and affiliate network members.
Funds will be awarded on a cost reimbursement basis. Awardees will invoice MAR for costs associated with the Outreach and Evaluation Conference.
Purpose
As specified in the NN/LM MAR Strategic Program Plan for Member Participation an Outreach and Evaluation Conference Award is available to fund a conference on outreach projects, evaluation methods, and lessons learned. The awardee shall share conclusions beyond the conference through the MAR web site and other mechanisms.
The NN/LM MAR Strategic Program Plan for Member Participation outlines the intention to support network members in conducting outreach in the region that is needs-based and offers a systematic approach to reaching the targeted populations. Priority areas for outreach, as stated in the Strategic Plan, include:
- Target groups: Seniors, Hispanic populations, faith-based organizations, low income/literacy populations
- Partners: Unaffiliated health professionals, senior centers, non-profit organizations, schools, and public health departments. Unaffiliated health professionals include nursing/long term care professionals, private practice physicians, nurse practitioners, public health departments, and Federally Qualified Health Centers (health clinics for the underserved)
- Health disparities: Diabetes, heart disease, obesity, cancer, STDs/HIV/AIDS, infant mortality, asthma, uninsured, low health literacy
The purpose of the Outreach and Evaluation Conference Award is to allow full and affiliate members to host a conference to highlight outreach projects and programs conducted in the Middle Atlantic Region (Delaware, New Jersey, New York, and Pennsylvania) and the results of these outreach activities. Proposals for this conference award might consider:
- Panel sessions on evaluation methods related to outreach projects
- Presentation of outreach projects both completed and ongoing in the region to learn about good practices, challenges, and successes
- Presentations from experts in the field of both outreach and evaluation
- Inclusion of the NN/LM’s Outreach Evaluation Resource Center (http://nnlm.gov/evaluation/ )
The conference should be held at a level to attract attendees from a wide geographic area within the Middle Atlantic Region (Delaware, New Jersey, New York, and Pennsylvania). The conference schedule should allow time to highlight and promote NN/LM and its services. Library associations or consortia that include network members may apply as an organization if they have a tax identifier number.
One award of up to $30,000 is available for costs associated with the conference. One award will be made by March 5, 2010. Applications will be accepted continuously through December 11, 2009. The award must be applied to create an outreach and evaluation conference scheduled within twelve months of the award date.
Period of Performance
Conference and all associated activities must be completed by April 30, 2011.
Submission Process
Applicants should complete the Outreach and Evaluation Conference Award online application. Attachments, such as resumes, letters of support, and quotes for related services/equipment from catalog pricing may be sent by fax to 212-263-4258 or attached to an email sent to rml@library.med.nyu.edu. Please use the title of your project as the subject line of the email.
Deadline for submissions is December 11, 2009.
Application Review Process
Applications will be reviewed by the MAR Executive Committee and the National Library of Medicine’s National Network Office (NLM NNO). Reviewers may contact the applicant with questions or comments for clarification and revision of the proposal. The merits of each application will be carefully evaluated, based on responsiveness to the call for applications. Applicants must submit information sufficient to evaluate their proposals based on the criteria listed below.
The MAR staff will acknowledge receipt of the application. Applicants will be notified of decisions when the review process is complete, approximately 12 weeks from the application submission deadline.
Application Review Criteria
TARGET POPULATION NEEDS ASSESSMENT
The application describes the target population, the target population’s needs, and the rationale for what benefits the target population will gain from the conference.

ACTIVITY PLAN
The application describes how the conference will address the needs of the target population. The application fully describes the conference format, including start/end dates (timeline), location, and personnel. The application provides a detailed budget with justifications for all costs. The activity plan is feasible and complete. Applicants are encouraged to include a logic model to illustrate the intended outcomes of this project.

EVALUATION
The application describes how the conference will be evaluated. The application includes evaluation criteria to explain how activity objectives will be achieved. The evaluation component considers what is expected to be different once the conference is complete.

SUPPORTING DOCUMENTATION
The application documents experience and qualifications of key personnel, including resumes/curriculum vitae and, if applicable, letters of support from partner organizations.

Total Possible Points: 100
An application with a score totaling less than 75 points will not be funded.

Cost Proposal Instructions
Total expenses must not exceed $30,000.
Allowable expenses include:
- Equipment rental or purchase
- Software
- Translation costs
- Travel including mileage, tolls, and hotel costs
- Publicity
- Space rental
- Electricity
- Telephone lines/data lines (e.g. broadband or cellular)
- Audiovisual costs
- Printing/reproduction/duplication including paper and supplies
- Postage and handling
- Speaker fees and honoraria
Non-allowable expenses include:
- Food or beverages (except travel per diem)
- Furniture
- No more than 5% of budget can be used for print/electronic collection materials
Reporting Requirements
Quarterly and a final report is required and included in the MAR report to NLM. Awardees are asked to prepare a blog/newsletter article as a part of their final report. Award recipients are encouraged to take photographs for inclusion in the blog report/article.
Recipients agree to allow the NN/LM-MAR to republish reports.
