Affordable Care Act & Health Insurance Marketplace Resources for Libraries

The purpose of this page is to provide a list of resources that librarians can access to find information that they can use to assist their patrons in the Open Enrollment Process. There are also links to resources for state specific Marketplace resources.

The open enrollment period for health care insurance under the Affordable Care Act begins on October 1, 2013. While librarians are not being asked to promote the Affordable Care Act, nor to make decisions on behalf of their users, they will likely receive requests for information to aid in personal decision-making.

Key Resources for Librarians

  • HealthCare.govExternal Link Indicator
    HealthCare.gov and the Spanish version CuidadoDeSalud.gov External Link Indicator are the primary websites for information about the ACA and were designed to help Americans prepare for the changes ahead. A toll free call center available 24/7(1-800-318-2596 or 1-855-889-4325 TTY/TDD). Operators can provide educational information now, and enrollment assistance after October 1, in more than 150 different languages.
    • The Get Insurance tab External Link Indicatorof the Healthcare.gov site provides customized information on the Health Insurance Marketplace for individuals and families as well as small business owners. Starting October 1, 2013, the site will enable you to complete an application and see various plan options. Prior to that date, information will be provided to help people get ready for the process.
    • The Partners External Link Indicator section of the Healthcare.gov will take you to the Marketplace.cms.gov External Link Indicator site which provides resources and training materials for the libraries and other partnering organizations involved in educating the public on Health Insurance Marketplace.
    • From Coverage to Care External Link Indicator, also accessed from the Marketplace.cms.gov External Link Indicator, is a new initiative to help people with new health care coverage understand their benefits and connect to primary care and the preventive services that are right for them, so they can live a long and healthy life. Multi-lingual versions are in the works.
    • The Health Insurance Blog External Link Indicator gives continuing updates with topics that include: Young Adults; Businesses; Rights, Protections, and the Law; and Using the Marketplace.
  • Centers for Medicare & Medicaid Services (CMS) External Link Indicator
    CMS has been designated as the HHS division responsible for the rollout of the ACA.
  • MedlinePlus.gov External Link Indicator from the National Library of Medicine
    MedlinePlus has devoted several Health Topic pages to ACA and most information is on Health Insurance External Link Indicator page.

Education

GMR State Specific Information

In Greater Midwest Region, states participate in Federal Exchanges (IN, OH, WI, ND, SD), in Partnership Exchanges (IA, IL, MI), and in State-Based Exchanges (MN, KY). (See: The Henry J.
